I can answer this one, yes you can add mods like seasons and vestigia. Install scripthook and lenny's mod loader like you normally would. Bear in mind the mod manager for lenny's doesn't open on the deck, however you can still install mods manually, it'll create a mods.xml file automatically when you launch the game.
